Elliott Powell, Jr
Assistant Director and Acting Practice Leader, Executive Coaching and Consulting
As the Assistant Director of the Federal Consulting Directorate, Elliott leads a dynamic group of highly experienced executive consultants that are part of a government wide initiative to restore the public’s trust in government through excellent government service. A retired naval officer, he is an expert in the areas of leadership and crisis management, in peacetime as well as in combat, and has implemented many of the core values championed by the National Business Center, as well as many of the best practices taught by the Federal Consulting Group during his Navy and Government assignments. While serving in the Navy, he was the Director of the White House Situation Room where he directed the 24/7/365 operation of the “President’s Operations Center” and participated in over 50 presidential trips as the National Security Advisor’s representative from 1999-2001. A Surface Warfare Officer, he commanded four warships and successfully lead them through a multitude of training exercises, operational readiness inspections, and Battle Group Operations all over the world. Following his command tours he participated in a variety of treaty and arms control negotiations as a member of the Joint Staff. Additionally, as the Director of the Navy International Program Offices’ Security Assistance Directorate, he authored and executed initiatives that improved the management of the Navy’s Foreign Military Sales cases by increasing customer involvement in the negotiations before and after the sale had been completed to ensure the customer’s needs had been addressed to the maximum extent possible. This increased transparency, not only improved customer service, but gave U.S. defense companies an edge over their foreign competitors. As a program manager in the U.S. Bureau of Customs and Border Protection, he spearheaded the development of the Operations Coordination Group to facilitate and improve information sharing between the Departments of Defense and Homeland Security and was instrumental in developing various policies ranging from Maritime Security to Pandemic Influenza.
Elliott earned a B.A. degree in Political Science from North Carolina Central University in Durham, North Carolina, a M. A. degree in National Security Affairs from the Naval Postgraduate School in Monterey, California, and is a 1993 graduate of the National War College.
